The fifth tool I introduce for checking the website's availability in any country is JustPing. However, I would mention one negative point first.
Like Watch Mouse, this service also treats a blog with a blocked ping request as unavailable. So if one webmaster disabled the ping reply feature as part of security, only 'Website Pulse' can be used to test his sites.
